Empower U: Learn to Access Your Disability Rights Training on Canadian Human Rights, the Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol (OP) training aims to increase awareness of how to address discrimination using more familiar Canadian human rights laws such as Human Rights Codes and the newer international Convention on the Rights of Persons with Disabilities (CRPD). This is training for persons with disabilities by persons with disabilities. The training is part of a project funded by Employment and Social Development Canada and implemented by the Council of Canadians with Disabilities (CCD) in collaboration with Canadian Multicultural Disability Centre Inc. (CMDCI), Citizens With Disabilities – Ontario (CWDO), Manitoba League of Persons with Disabilities (MLPD) and National Educational Association of Disabled Students (NEADS). Read more.

As you are aware Parliament is presently holding hearings on Bill C-81 (The Accessible Canada Act). The CNIB has undertaken to provide brief daily summaries of these hearings, and they have generously agreed to allow CCD to have them translated for circulation across the country, in both English and French. Summary Note: Bill C-81 Parliamentary Study - Wednesday November 7, 2018
Please find a summary of the November 7, 2018 meeting of the House of Commons Standing Committee on Human Resources, Skills and Social Development and Status of Persons with Disabilities (HUMA). This was the first of two meetings where clause-by-clause amendments to Bill C-81, the Accessible Canada Act, were considered.
Executive Summary:
The HUMA Committee had it's first meeting to carry clause by clause amendments. The Liberals defeated any amendments put forth by the NDP, CPC and the Green Party. The only significant amendments made were to remove the word "progressive" so the legislation is just a realization of a barrier free Canada. Amendments were also put forth to expand the definition of disability to include cognitive impairments and invisible disabilities. For a complete breakdown of proposed amendments, see below.

Liberal Amendment 7: Remove all reference to abilities. Instead of reading "regardless of their abilities or disabilities" the legislation will just refer to disabilities. CARRIED
Liberal Amendment 8: Not specifically worded; amending lines 15-20 so the wording allows the highest level of accessibility prevails. CARRIED
CPC Amendment 6: To add a section after line 20 that reads, "For greater certainty, in the event of any inconsistencies between the provisions of this Act and the provisions of the Canadian Human Rights Act, the provisions of that act prevail to the extent of the inconsistency." This is meant to clarify that nothing lessens the CHRA even if the CTA or CRTC create standards that meet this legislation but not the CHRA. Existing human rights are never taken away. DENIED

(4) The Minister must, on a continuous basis, collect, analyze, publish and distribute the information in relation to progress made in achieving a Canada without barriers.
