Empower U: Learn to Access Your Disability Rights Training on Canadian Human Rights, the Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol (OP) training aims to increase awareness of how to address discrimination using more familiar Canadian human rights laws such as Human Rights Codes and the newer international Convention on the Rights of Persons with Disabilities (CRPD). This is training for persons with disabilities by persons with disabilities. The training is part of a project funded by Employment and Social Development Canada and implemented by the Council of Canadians with Disabilities (CCD) in collaboration with Canadian Multicultural Disability Centre Inc. (CMDCI), Citizens With Disabilities – Ontario (CWDO), Manitoba League of Persons with Disabilities (MLPD) and National Educational Association of Disabled Students (NEADS). Read more.

Publication of the Proposed Canada Disability Benefit Regulations
As a member of our stakeholder community, we would like to provide you with an important update.
Canada Disability Benefit
We are pleased to announce that the proposed Canada Disability Benefit Regulations as well as a Regulatory Impact Analysis Statement of the proposed regulations were published in Part I of the Canada Gazette. Members of the public are now invited to comment on the documents using the Gazette’s online commenting system.

These proposed regulations, when finalized, will set out how the Canada Disability Benefit will be administered and delivered. The Regulatory Impact Analysis Statement is a description of the proposed regulations, rationale for the approaches, as well as an assessment of their cost and positive and negative effects.
The consultation period for the proposed regulations has been extended from the standard 30 days to 86 days, to allow maximum opportunity for the public to comment. The consultation period will be open until September 23, 2024.
In addition to the documents published on the Canada Gazette, a plain language summary of the proposed regulations (also translated into American Sign Language and Langue des signes québécoise) as well as additional information on the proposed Canada Disability Benefit Regulations and engagement are now available on the Employment and Social Development Canada website.

Once the consultation period for the proposed regulations is complete in September 2024, the Government will consider the feedback received and may make changes to the regulations. The final regulations will be published in Part II of the Canada Gazette in 2025, prior to the launch of the benefit. As announced in Budget 2024, the Government of Canada is committed to begin payment of the Canada Disability Benefit in July 2025, following the successful completion of the regulatory development process.

Dental Coverage for Persons with Disabilities
Oral Health care is an essential part of overall healthcare. As of June 27th, persons with disabilities and children under the age of 18 are now eligible to apply for the Canadian Dental Care Plan. The plan has already connected over 2 million Canadians with coverage and, as a result, hundreds of thousands of Canadians have been able to see the dentist. The portal to apply can be found here.

INVITATION: IRCC’s survey on Express Entry
Immigration, Refugees and Citizenship Canada (IRCC) has launched its online survey as part of this year’s consultations on category-based selection in Express Entry.
If you’re interested in providing feedback on the priorities that the Government of Canada should consider to help address Canada’s economic needs through category-based selection in 2025, please complete this survey by July 28, 2024.
The economic priorities and categories we’re considering for 2025 are:
- Addressing structural (long-term) labour market shortages (specific occupations in health, STEM, trades, transport, agriculture and agri-food, and education)
- Supporting economic growth through Francophone immigration outside of Quebec
- Addressing emerging labour needs in Canada’s key industries and sectors (natural resources, new technologies, and applied sciences)
The survey is an opportunity for you to share your views on these proposed priorities and categories, and it provides space for you to suggest alternative, or additional, areas of focus.
